What is the Energy Industry Jobs Plan?
The Energy Industry Jobs Plan (EIJP) is an initiative to provide support to employees affected by the closure of eligible coal-fired or gas-fired power stations to transition to new employment. The EIJP is established by Part 5 of the Net Zero Economy Authority Act 2024, which commenced on 11 December 2024.
The EIJP establishes a legislative framework that ensures employees at closing power stations can access supports from their employers to transition to new employment. This framework can also extend to businesses within the supply chain and are substantially impacted by the power station closure.
Why is the Energy Industry Jobs Plan being reviewed?
Under section 68 of the Net Zero Economy Authority Act 2024 (the NZEA Act), the Authority must ensure a review of Part 5 of the NZEA Act, which is the Energy Industry Jobs Plan, is completed within 12 months of the legislation coming into effect, that is by 10 December 2025.
A report will be developed after a consultation process has occurred and will present findings and recommendations to the Australian Government. Insights from the review will strengthen the Authority’s approach to the closure of future power stations in scope of the EIJP framework and ensure affected employees are provided with the supports they need.
The report will be provided to the CEO of the Authority and the Minister for Industry and Innovation.
What will the review cover?
The review will consider:
- the operation of the EIJP’s legislated elements, which are under or required for the operation of Part 5
- identify the effectiveness (including the likely effectiveness) of Part 5
- consideration of whether any amendments to this Part are desirable
- the merit and timing of future reviews of the operation of Part 5 and associated redeployment supports provided by the Authority.
The Terms of Reference also outline what is out of scope for the review, which includes:
- parts of the Act outside of Part 5 and not directly related to the operation of Part 5
- the operation of the Fair Work Act 2009
- the broader operation of the Fair Work Commission
- other Commonwealth legislation
- the administered funding appropriated to the Authority to establish redeployment pools.
Who is leading the review?
On 26 June 2025, the CEO of the Authority announced that Emeritus Professor Roy Green AM will undertake a review of the Energy Industry Jobs Plan.
Professor Green is Special Innovation Advisor at the University of Technology, currently on the Board of the CSIRO and the SmartSat CRC, and is a member of the CSU Council, Australian Design Council and Committee for Sydney Economics Advisory Council.
Professor Green is also the current Chair of the Advanced Robotics for Manufacturing Hub and served as Chair of the Port of Newcastle. Professor Green also conducted the Australian Government's Review of the Textile, Clothing and Footwear Industries, led Australian participation in a global study of management practice and productivity, and has prepared and co-authored numerous research and public policy reports.

Will the report be made public?
A written report will be provided to the CEO of the Authority and the Minister for Industry and Innovation.
After receiving the report, the minister must cause a copy of the report of the review to be tabled in each house of the Parliament within 15 sitting days of that house.
When will consultations for the review occur?
Consultations for the review will include a public submissions process, targeted in-person and virtual consultations, and visits to regional areas to hear from local voices. Submissions are welcomed from all corners of the community, particularly those who have or may experience the EIJP framework.
A consultation paper was released on 4 August and supports input into the review by proving guidance on key issues and questions under the Terms of Reference. For more details read the consultation paper.
